By compariing the differences and similarities between the two, then sets the outlook of the minor race to your major race. This is why some like you and some dislike you. Alteration of values would alter their diplomatic outlook at first contact. It's a starting point or base.

These are currently no longer evaluated in-game. It only depends on the racial characteristics (Note: "Line 12"). This then gives rise to the relationship between two races. So you can enter 0 everywhere, because it is not used.

outdated: probably how friendly the MinorRace is to the respective main race, the higher the value, the friendlier. The mean is 50.
