The fairest starting position for six empires are corners and spaced way apart in the middle on a giant galaxy map. If one "seed" did that, then this would be ideal and very little combat would begin for hundreds of turns while building.

You don't want ship to ship combat as it starts a useless war with no benefits as if the galaxy is vast, there are endless resources to mine and an immense number of planets on many sectors...1400-1500 of them. If all are reflective of the nine most significant planets, that is 1450 sectors times 9 planets equaling 13,050 planets. Now say 33% are gas giants, then 8,744 habitable planets...so why fight prematurely?

BotE is immensely more difficult than chess.

Chess takes place on 64 squares with two empires.

After the second pair of turns, there are 197,742 possible games, and after three moves, 121 million. At every turn, players chart a progressively more distinctive path, and each game evolves into one that has probably never been played before.
BotE for Android takes place on an average of 1450 sectors on a maximal map.So imagine the endless variability in playing Birth of the Empires with a maximum of six empires but 150 minor aliens so really 156 empires. But what most self-limits it is premature needless combat as it's unrealistic and sets a pugilistic tone that makes the AI focus on useless tactics and strategy.

If the AI of five empires feels secure as various colonial sectors are defensible, and member alien races homesectors of various empires are largely defensible as well as a robustly defensible homesector, with large surplus and well funded research, I think the AI will make better choices.

It seldom gets that start position and wastes effort on battles that gain it territory, only to be lost. The AI may even invade better if it has the units and transports and opportunity.

The goal of the AI is not to win. The goal of the AI is to challenge the player. The goal of the player to win is an illusion. Players don't really want to win; the players want respect and validation. It means more.

Which is better?

The Cartare kneel in defeat; their empire in ashes and ruins with their people humiliated..

Or.

The Cartare yield out of respect, "You are the mightiest of foes and the better species won."

One of the more interesting aspects of BotE in the random events is a political change occurs and so an alteration in diplomatic stance between major and minor races.

See you have "sea changes in ethos" as each generation has unique problems and motivations and characteristic. Boomers and not GenXers and they are not Millenials and they are not GenZ.

So the moral.data file is stagnant and static. A far more interesting aspect would be scripted and so with a generational culture shift, the next generation has different goals. BotE doesn't have campaign scripting as many strategy 4x games do. A script would then use a new moral.data. Maybe the Cartare renounce sabotage and end slavery. The next Cartare young people are disgusted by their own history. They would release the enslaved and stop sabotaging.

What if based on diplomacy and actual benevolent acts, then what one major race does then affects the moral.data of the AI? The players actions, may be not alligned with the AI, but it affects them, and even has the capacity to influence generational shift.

That is Chaos Theory. Some guy took too long at the red light at the intersection, and so you didn't end up in a car wreck and deceased and your spouse a widow. Every person you meet affects your life even if you don't acknowledge this. They ALL DO.

Total strangers affect our life choices as their actions may limit our choices.

Two of the dearest people in my life died when young through car accidents, and not because of anything they did. We don't totally control the outcomes of our lives. BotE should be that way too. A whole galaxy of trillions is making random and directed choices and affecting each other...and empires too.
