How to build outposts.

Outposts then can be upgraded to starbases.

Their construction seems synergistic, maybe too much so given their costs.
They sure seem overpowered as the Klingons must have rapidly upgraded one, as I was shooting down transports weaving through Romulan borderlands. Then two battleships in a fleet only had a 18% of success! What the heck!
They probably needing modding. I would like to see them have more ways of boosting research, the economy, diplomacy in terms of attitude modification, etc.
What they do is extend range and defend regions and challenge the power in the borderlands. You can't let them establish footholds.
As the enemy penetrates your boundaries, you are dispatching ships from shipyards and setting an intercept course for these transports and outposts. You pray they don't create a starbase that happens undetected. The Klingons were losing every battle to the Romulans, but having established one strong base, now they will take enormous effort to eradicate from that sector.
The excel spreadsheet is in German so is extremely unclear as it doesn't autotranslate, then the two videos that may have described the process won't load. I can download the excel file and place each field in google translate, and then cut and paste the English equivalent in. Then post an autotranslated version. That is not a good idea as it needs to be looked at by a German speaker who is fluent in English.
In many cases, seemingly impenetrable aspects of BotE can be puzzled out eventually and clearly explained in a standard pdf versus hunting and pecking bits and pieces from the German wiki and relying upon autotranslation. I feel like I'm back at university taking Organic Chemistry as it is not clear at all and I'm juggling German comments from the forum, the manual, the English and German wiki, and playing and sometimes stumbling on what is supposed to happen.
This is not an ideal way to communicate tactics and strategy to new players. It needs to be simplified in English documentation, as most will just not play. Likely this is why there is so little written about BotE in English when actually it's a great game.
